Combine dry ingredients. Cut in butter until crumbly. Combine egg and milk. Stir into dry mixture.
Spread into greased 8"x 8" baking pan. Sprinkle cranberries over top of batter.
Make topping by combining flour and sugar in a small bowl. Cut in butter until crumbly. Sprinkle evenly over cranberries.
Bake 35 - 40 minutes at 375 F. Serve while still warm.
